The Office of Research Services is responsible for submitting proposals and accepting awards on behalf of the University. This means that all proposals and letters of intent must be reviewed by ORS prior to submission to external sponsors. The Pre-Award team will partner with you throughout the proposal submission process, providing guidance and support with navigating the requirements. Below is an overview of the process.
Step 1: Get Started
Submit a request to the
External Proposal Request Form as soon as you begin work on a proposal submission. Once a proposal request is submitted, the project will be assigned to a member of the ORS Pre-Award team, and to a member of Advancement if submitting to a Corporate or Foundation sponsor, who will work with you throughout the proposal submission process.
To help us get started, be ready to provide to ORS the agency/program you are considering a submission to, planned project partners/collaborators, and anticipated project term. We also recommend that you notify your department chair or supervisor of the planned submission.

Step 2: Preparing Your Proposal
The ORS Pre-Award team will work with you to identify required proposal documents, create a budget, coordinate with other offices and institutions, and assemble the application in the sponsor’s system.

Step 3: Internal Approvals
Prior to proposal submission, all proposals must be routed for
internal approval. ORS staff will route the proposal on your behalf to secure any required institutional approvals. To do so, your assigned Pre-Award staff will need a final version of the proposal’s budget and a near-final draft of the proposal narrative at least 5 business days before the proposal deadline to allow sufficient time for approvals.
If any issues are identified by institutional approvers, the Pre-Award team will work with you to address them promptly.
Step 4: Submission
ORS will submit the proposal to the funding agency on your behalf once all institutional approvals are secured, or if a submission to a corporation or private foundation, provide the approved budget to Advancement for final submission.
