Father Holtschneider testified before the Congressional Subcommittee on Higher Education and Workforce Training. He emphasized the significance of the federally funded TRIO programs and suggested policy revisions to make the programs even more effective. The U.S. government established the first TRIO programs half a century ago to help first-generation and low-income students attend and succeed in college.
